While I can understand the desire to resolve the issue regarding out of balance matches, the current solution of a minimum 5 people per side will effectively kill PvP. There is not a large enough volume of pvp players on to support this format.
There is really a much simpler way to solve the unbalanced issue that still affords maximum pvp time. Every time a hero enters the locker room (whether by death or simply the start of a match) assign them a sequence number. Based on the number of available opponents activate the entry portal for the appropriate sequence numbers.
The added benefit of doing this is that even in an unbalanced match everyone gets a chance to participate.
Obviously some sort of timer would need to be in place for the person who is AFK or doesn't want to enter the match. If they did not respond to the prompt to enter the match within 10 seconds they would lose place and go to the back of the line in an unbalanced match.
The added benefit of doing something like this is that in a match where the teams are 3 v 5 or some other lopsided number and the team with 3 is up 8-0 the system can be programmed to allow the losing team to have an extra player on the map until the score starts to get even., at 13-5 it could allow all players into the match.

Plenty of other stuff in this patch will make pvp dysfunctional anyway.

Ehhh...
Cryptic. You know I love it when you even utter the word PvP, but this is idiotic. Just let heroes in two at a time, your special devs can figure that out, right? Good.
