Yes.
All the Power Replacers have 2 functions. I'll use Vibro Gladius for dual blades as an example.
#1: Equipping that power replacer will make any dual blade attacks you do have the graphic of the gladius covered in some sweet ass yellowish sonic looking stuff. If you do any single blade attacks, they'll be whatever your costume is set for, Katana by default.
#2: Upon equipping that replacer you unlocked the Gladius sword model at the tailor. You can now go there and select Gladius as your martial arts melee weapon. Now, all sword attacks single or double, will use the gladius.
#3: To maintain the sweet ass vibro-look you must keep the power replacer equipped and it will still continue to only function on dual blade attacks.

No, unlocks are for that character only.
