Are there any martial arts style legs for the female? I've looked everywhere and cannot fine them. Are there any loose fitting style pants or just the Gi top and short skirt Gi bottom combo?

I find the loose fitting pants work well but then you lose the bottom of the gi, you don't if creating it for a male character though, but there are a few issues with genders and available items right now.
so yes, there are
Loose fitting pants
Samurai belts and leg accessories
Short gi skirt
That's about it right now but I'm sure more options will become available over time.

You might also look at the bell bottom pants depending on the style look you are going for.

The panty shot is a well known Kunoichi tactic. I saw in anime so it must be so. :D :p

I remember one of my first martial artists in CoH wore a miniskirt. Didn't think too much of it until I noticed the rest of my groups going out of their way to line up on the opposite side of the villains I was kicking. :D

Where do you find the bellbottom pant? I have only 2 options for pants. Skin and tights. Then the sub catagories do not give me that type of option. Nor can I get things like Jackets, Bandoliers or anything for that matter.

The options in pants. There is a catagory selector at the top of your screen in the character creator. Click that and get a drop down menu of sub catagories.
