Simple really, the tap now does less damage per hit, but does not apply a cool down, or chained kunai. Each hit (up to three) has an increasing chance to knock the target down. Something like 10% then 50% then 100%. The charged action (takes about one second) applies chained kunai and puts the power on a minor cool down, pretty much what it has now.
Basically lets us melee guys who don't want to stray too far out of set a spammable ranged ability to deal with those guys who won't stay still, even after you pull them to you. (they just run back to their spot)
