Cant get launcher to start

i click, 'champions online' named application tab appears on taskbar, but launcher window doesnt come up. you cant maximize it either.

it just stays like that.

now i noticed.

in my task manager, i see crypticerror.exe proces starting up, then shutting down itself. starting up. shutting down itself. speedily.

even though i closed launcher from task manager by ending it, this still continues. and also keeps my computer busy.

this problem no longer recurs.

but i still cant get launcher window to appear. i reset the permissions in kaspersky antivirus and it allows everything, but, still no dice.
