OK time to be a bit constructive. I know a good people who are stuck due to the leveling curve. I know, it happens. So to help with this I'm posting some missions in Millennium City you probably missed.
Level 15
Your Friends on the Force
Located on the North eastern wall of the MCPD's jail.
Yeah I know. This mission is known. But people keep missing it for some reason. The quest involves escorting Kevin McClintock on his patrol. You may want to bring a friend with you for this one. It's a very long escort, not to mention the man is very gun happy. This mission also has the added benefit of unlocking a quest chain for Kodiak. So you should probably do this one.
Level 16
Detroit River Bound
Location the next to last pier in Black Aces Territory
This mssion isn't well known. You'll find a dock where Black aces are fighting the New Purple gang. Free one of the Aces and he'll give you a mission to rescue his friends. Pretty straight foreward.
Level 19
Mission of Gravity
Location North West of Mercy Hospital on a roof.
In this mission you have to stop Viper from shoving a man off the roof. Careful as there are quite a bit of Viper Infiltrators on that roof. All cloaked.
Level 20
Great Brainwashed Masses
Location North east corner of the map
This one is another Area quest. You have to rescue Mind inc. employees from being indoctrinated into Psi. This quest also counts towards a perk.
Level 20
Psimon Said
Location Northeast corner of the map.
Another escort quest. This one isn't difficult. Just rescue the Primus agent from Psi. This mission also counts towards the same perk as the last mission.
Level 27
Horror and the Hemoglobin
Location North of the Qliphothic Tear.
OK this one is a bit tricky to activate. Stand next to one of the Orange medical crates and wait for an infected citizen to consume it. They will transform into a Demon. Kill them and they drop a Blood Doner Coupon. This activates the mission. In this mission you must destroy Medical crates then investigate a blood drive. This mission also unlocks the Route 666 mission.

nice to see something helpful for a change.
I skipped over Your Friends on the Force because when I attempted it, I was a bit low level and he never actually regenerates his health ... so .. if you don't snag everyone instantly, his incredibly long patrol will end up getting him killed :/
I'll try it again today, I was unaware it opened up other quests.

That right there is one of the reasons why people are having so much trouble.
There are a few mission 'chains' that people are missing out on purely because they missed or skipped one particular 'opening' mish somewhere that starts the chain.
And no, you can't rely on the Crime Computer to point those ones out for you - sometimes there's a specific unlock to getting a chain started, like 'noticing' some dude half-hidden under a gas station you flew 100 feet straight over.
Kodiak must be the loneliest NPC in Mill City.

McClintock is one baddass fearless cop.
if you dont have a way to heal him its a good idea to 2 man it.
yeah, It might be a good idea for developers to either
a) point players to the "your friends on the force" quest
or
b) point them to Kodiak and his quests without having to complete the suicidal cop's escort mission.
Like you said, Kodiak is a lonely npc quest giver.

I almost missed Friends on the Force until someone pointed it out to me.
The problem, I think, is that when he is out doing the mission with someone, there is no "!" on the map to indicate there is a quest there. You can fly right by it and never know.

Doom Looms for Researcher Broom!
Location Central Mesa Spire in Burning Sands
An escort quest. You'll find a Researcher being attacked by Irradiates. Defeat the Irradiates and escort him to Project greenskin.

A great way to figure out you've missed some quests is to see them listed in your incomplete perks; and this wiki lists coordinates for most of the quest givers.

I didn't experiance a gap until 31, but I had still missed most of those missions. I was wondering where Psimon said and Brainwashed Masses were to finish the perk.
I was also wondering if some, who claimed there was a gap at 23/24 had missed the missions in the Desert at Area 51 and the Prison there. Quite a few quests there, yet no quest that sends you there to find them. Easily missable.
Oh and theres a mysterious floating hat on one of the big statues on the Desert Prison. :D It gives a perk

There is a 5 mission chain that starts with Word of the Weasel and ends with Purple Reign involving the New Purple Gang. I noticed that I would get it on one character but Chief Surhoff would not offer it to another. I finally figured out that it opens up when you get the Mauve perk (defeated 100 New Purple Gang members).
While this is probably old news to most, I thoguht I'd mention it in case anyone else had missed it.

Here is the precise location for the Horror and the Hemogoblin mission. There are multiple 'tainted blood' boxes which you can also get it off of in the area.

- Viper Evacuation (lvl 27): 2 blocks north of Qliphothic Tear
Just zip around that neighborhood and you'll notice a popup for the mission.
- Not sure of the name, but it involves rescuing a prisoner near the Qularr crashsite in the desert. You'll find the starting NPC on the NE side of the crater i believe. Near the lip of the crater, encased in slime with two Qularr watching over him. Roughly level 24, again, not sure.
- NPC near Thrush sanctuary. He's bird watching and needs your help. Follow the road near the Thrush sanctuary and you'll see him.
- Save the Hippies: Next to oil pipeline near the Thrush sanctuary i believe.

Lv 19 - Hello Kitty
Location - East of "Dynamic Technologies Research Group"
Talk to Martha Reece to find her cat. This is an escort mission and then turn into an ambush. Once you escort Martha to a dead end ally, she will turn into a Psi Ambusher. Take him down to finish the mission.

Your Friends On the Force isn't what links you to Kodiak necessarily, there's another quest line that you have to complete first, that I haven't figured out what triggers it, but is given outside the prison. Someone mentioned the possibility that it's given out after 100 purple gang members, but I don't think that's it. On 2 of my characters (post release) I got the initial quest the first time I visited the guy. On the rest, it came later. On my latest character, it was almost the last quest I got in Westside. No effing idea what's going on with it.

Thanks. I tried the Friends on the Force one three times, he kept getting killed, even when I tagged mobs first. Real PITA, this quest.

The chain works like this.
Friends of the Force. Then the officer at the prison will give you Word of the Weasel. And after that it unchains the Kodiak chain.
Also to people who rely moslty on finding "!"s or looking in their crime computers. Check your inventories. MC has a several items that start missions. Off the top of my head: the Purple gang bandana, a secret sale note, a summonning scroll and a black box. Same in the desert at levels 17-21, you get at least four missions from drops.

The cop escort is definitely best done with a partner, a way to heal him, or a 2nd time to spot where he is going to get in trouble. When you see the shopping cart in the alley, make sure and kill the mobs to the right around the corner, they always jump him first.

I know I missed a few of these on my main, might have to backtrack for them after finishing off Canadia and before heading to Monster Island's crisis. Who knows? With this, I might skip the first content gap!

By doing all those quests, and a couple PQs (not farming them, just once or twice each), like the Bullet for Biselle and the Snake Gulch one, plus as many patrols as I could find, I hit MI at level 31 and hit 32 before running out of quests there (I did do the manimal village quest 3-4 times to hit 32, though). So it looks like I managed to jump the gap, although I may hold off going to Lemuria and finishing the 32-34 quests till the new content is added.

If you don't do these two, you don't get the quest to kill Mechassassin in the Argent base and can't complete that chain, so these two are another pair of must-dos.

I did every quest in the game and refused to do complete any quest above my level. I am level 31 and have not faced a single content gap up until this point.
There's a quest in desert-disaster that involves flying up to the statue head in the Ferd area that is easy to miss.
There's a quest in the Invasion instance that involves rescuing foxbat (Near the ambulances)
There's another quest that involves interacting with a cat carrier in the invasion instance (Near ambulances)
There's an area quest in the city park to kill that Manimal as well.

AHA! I got Horror and Hemogloblin ONCE in Test, and couldn't get it in Live. That explains everything.
I'm going to try to list ones I find as I replay the game, so I'm just posting for the sake of not losing this now.

"Your Friends on the Force" this mission is ridiculous. The cop is made out of tissue paper. Three people were trying to clear the way and he died. If you try to get ahead, sometimes mobs spawn right around him. All this could be because of the "Minions doing too much damage" complaint people have.
I wish they wouldn't confuse "Frustration" with "Fun".

Bump because this thread is actually useful.
Friends on the force only has one mob that spawns on him, the rest you can run ahead and take down yourself, just be careful that he doesn't agrro on the mobs off the path. I've managed to solo it 3 times, just don't let him get involved XD. I hope they make that one a bit easier, it's kind of annoying.

One of my character flew by the bank behind city hall, and saw a bunch of police and cop cars around it. When I went down to check it out, I got a timed quest to stop the robbers. Only seen this on one character, so not quite sure about how the availability of this one works.

I think there must be some sort of level restriction. My main, at around 17 or 18 (I think), was able to do one. But my low-teen alts weren't able to.
Also, there are 3-4 of these banks around the City Center area. At one point or another, I've seen them surrounded by police cars. Not sure though if the bank robbery quest is repeatable, haven't tried.
And thanks to Zakuno2 and everyone else who contributed to this list... I've been going crazy looking for "Route 666" for a while now. ;)

I've also heard that you need the Mauve perk to open one or the other. I'm not sure if that's true or not, since I only did those missions on my main after seeing them here and at that point had the perk.
The thread's definitely very, very useful. Doing the Kodiak missions, Save the Hippies and the birdwatcher's missions put me over the top for 28.
And "not combing every inch of the map and constantly going back to contacts that no longer give you missions or never gave you missions just to make sure" isn't "rushing", Silverspar. The vast majority of these missions are incredibly easy to miss, and before the XP nerf made them so important many of them were probably intended to be hidden/easter egg-type missions.

It's pretty much do the escort, open the chain. I tested by taking a lvl 15 to MC, checking Surhoff, doing the escort (which required no Purple Gang kills), then checking Surhoff again and the Weasel quest was suddenly there. So make sure and do the escort and get 4-5 more quests.

For those people that are coming in here looking for missions they have missed, another alternatives would be to take a look at the champions-online-wiki.com
There is a page for each neighborhood in CO, at least up until MI, since that is as far as myself and Deadmanfloating have gotten too.
For example the one for Westside (http://www.champions-online-wiki.com/wiki/Westside) lists all the missions in their arcs, as well as contacts and other missions handed out that might not necessarily be related.
You can also check out the Location Missions (http://www.champions-online-wiki.com/wiki/Category:Location_Missions) page for some missions that you are only gonna stumble over.
Someone else pointed out the Item Missions (http://www.champions-online-wiki.com/wiki/Mission_Items) already, but that is a good one to check.
Also, if you are trying to finish a perk, and you can't find that last mission, I suggest you check out the Lore Perks (http://www.champions-online-wiki.com/wiki/Category:Lore_Perks) listing, as every mission is linked, like Purple with Rage (http://www.champions-online-wiki.com/wiki/Purple_With_Rage), if you were having trouble finding Detroit River Bound.

Just a few quick things I found while running these, to help ease people in finding them:
1. Mission of Gravity - Finding the hospital was a bit of a chore for me. It's near the Bullet for Biselle open quest, if I remember right, and it's not a very big building. It will say Mercy on it though.
2. For the two Psi missions, just head north - north-east of the PSI marker on the big map. For the Brainwashed Masses one, you have to find the right area so you can accept it (as it's one of those "accept from the field" style quests). The other one, look for some Psi guys harassing a woman in a suit - she has red hair with white bangs. Just uh... don't do what I did, and actually clear out the guys around her first before talking to her - otherwise, she'll lose half her health before you even get off the ground.
3. For the Horror and the Hemoglobin quest, the "investigate the source" thing is actually a bit outside the circle for the second part of the objective.

Something I missed and had to go back and do in the desert: north of the Qu'larr crash site you will find some prisoner's stuck in some green goo surrounded by Qu'larrs. Freeing him I was given a quest to free some more of his buddies, the turn in for this quest lead me to a new chain in the Area 51 section of the desert.
There might be an obvious segway to these quests I am missing, but on two characters now I don't recall being sent to the new contact you get.

Actually that Mission chain is the Your Friends on the Force mission chain with Kodiak I was talking about.

I thought about the missions being related to New Purple Gang, went and defeated the NPG mobs until I got Mauve, then went back and Word... was available. Now, maybe you have to have both, but my experience was that without Mauve the mission was not offered.

Around level 20 I was doing project stein. Then I did renegade run and project awakening. Round then at 23 I start doing Stronghold, area 51 and the crash site. Then go to fallen sun Forest, and graduate to Argent's pipeline.

You definetely can't get Word of the Weasel without doing Our Friends on the Force. Still, I did Our Friends... on one toon, and Weasel was not available, but on getting Mauve, I ran over to Chief Surhoff and Weasel was available... Maybe there is more than one way to unlock it.

I think you had a bug, or were delayed in getting it by server error. I've intentionally tested on two toons new to MC and each time no quest, did escort, quest appeared.

One of my character flew by the bank behind city hall, and saw a bunch of police and cop cars around it. When I went down to check it out, I got a timed quest to stop the robbers. Only seen this on one character, so not quite sure about how the availability of this one works.
I think it's random, you happen to be at the bank when a group is raiding it. I've done two so far; New Purple Gang and VIPER, any other faction bank jobs people have done?
EDIT: and to add another mission - how about The Lost Recruit in Canada? I don't think anyone points you toward it...
If you head SW from Steelhead (east from the clone, Lee Tosi, and over the ridge) there's a recruit being hassled by Hunter Patriots. If you save them you get a mission to escort them back to the base.

When listing missions like these, it may help people find these missions if we had /loc on the contact or where to pick the misison up.
/location helps a great deal rather than just the small details on where to get them.

Level 19, Exposing Argent.
Given by Michael Scott Beck, he was standing next to the Socrates Terminal in MC. If you open your map, and find the Champions HQ (the blue oval building) and draw a line straight north from there... the first E-W street you hit, keep going north... the NEXT street you hit runs NE, then hits a V and heads back down SE... at the tip of that V is the terminal and the NPC. I noticed his ! as I was flying by on my way to another quest.
The /loc is 7161 246 182 (anyone know what the numbers mean? X Y Z?)
Also, this quest is annoying because you need to take out randomly spawning couriers... what you need to do isnt really well defined. Took me forever to complete it. 9300xp and an item tho.

Good point, /loc on the lost recruit mission is -2255 5 247 and the official mission name is "The Off-Track Trainee".

It's not too bad as long as you work out the best way to do it is go to the departure point (Argent HQ) and thump any couriers who come out. :D

On the subject of the courier quest, the east and west couriers give the quest items you need, the north courier drops "Invitation to Monster Island" which starts a new quest to talk to Michael Scott Beck and Silver Avenger lady.
Chain ends there though.

24 Carat Cartography
This mission is started by a Treasure Map that can be found behind the remains of a wood sided building just East of the polluted pond with the island in the middle, near the Irradiated Mine where Minion of Malice takes place. This mission takes you into the same Irradiated Mine, so it's best to do these missions in concert.

Great post, will have to check some of those out.
The Bank Robbry mission moves depending on the time of day to a few locations, as far as I can tell it doesn't happen at night. You can only do it once.
Most of these misions are near areas where you would go anyway, or drop off mobs that you might kill while doing another mission.
The police escort quest is a pain in the arse, as is an escort quest in MC with some guy in the tux. I have never been able to complete either due to the mobs just tearing into them.

Canada, North East of the Indian Spirit Den there is an abandoned camp with a white tent. Starts a mission to find the Miner and escort him back to camp, level 27-28 mobs in the area so think the mission is probably in the 25 range minimum.

Location of this mission is in the Atomic Wasteland. This is a very difficult quest to discover. You must find a Treasure Map (glowing) which can be discovered near a collapsed wooden building at location -1418 -171 747. To use the location finder in-game, type /loc for it to be displayed.
Level 19
Mission: Elli-mony
Location of this mission is int he open quest area for Snake Gulch in the desert. Look for an NPC named Ellie Ewes hidden behind the buildings on the west side of that cavern. The target NPC named Deadbeat for the quest is located by the Crazy Prospector Helpers where you go after Fred C. Dos - he's leaning by some poles. Continue talking to Deadbeat until he attacks you to get the quest item.
Level 22
Mission: Robo-Rooter
Location is Westside, the second pier in Millenium City. There is a civilian who is being held captive by 3-4 maniacs. Rescue him to obtain this 30min timed mission quest.
Level 24
Mission: Armed Forces
Location of this quest is South-East of the Gardoon mothership in Canada. Rescue the civilian being held captive by 2-3 Gardoons to receive this 30min timed mission quest.

It's worth noting that the 30 minute timed mission quests pop in different zones when you rescue people, but aren't really missable or secret quests - they can be offered from a wide variety of rescues.
If you've just rescued someone, it's best not to pick up items until they run off. They can throw up the quest window for you while while you're doing so, and when you "take all", it closes the quest window. (On the up side, there's also an xp bonus for performing rescues, usually around 500.)
The quests of this sort that are offered by Socrates in your 20's in MC are more valuable than the ones that are offered by citizens. Similarly, the quests given by rescued people in Canada are significantly more valuable than the ones in the Desert.
Now that I ponder it, I'm uncertain if they're repeatable. IE, do you get less Socrates quests (of this style) if you've been doing the citizen quests in MC? (There's a large xp difference.)

These are both help-a-citizen quests which can be given by almost any trapped/wandering mob in the zone, not just the one listed there.

The Wiki site run by Lohr and her crew is awesome! Not only is it the most comprehensive resource available for the game, it also has links to a couple of really useful apps. The Crime Computer 2.0 allows you to identify which missions you missed with your character. Go to the wiki site and look for the link on the lefthand side. The app uses the mission list provided by the wiki site. Give it a whirl! It'll help a lot.
