Ice Build without Ice Energy Builder viable?

Is it possible to run an Ice-Build with an energy builder from another set without gimping myself to much?
I ask because i wanted to create a concept char without the standard ice energy builder but shatter (a skill i wanted to take) needs the chill effect to be good.

What about Ice Form ? It doesn´t fit my concept if the character is covered in Ice. Is it possible to make
PVE-DPS-Build without Ice Form or is it essential to Ice-DPS ?

Yes, alot of people actually do this, it can sometimes make their character stronger, not really focusing on one powerset, but many.

I dont see why not, i use frozen footsteps to encircle my enmies before hitting them with shatter and ice burst combo... works well.

I just thought that the chance to proc chill with the energy builder was absolutly necessary. But it´s good news that it isn´t the case ;)
