I'm a big fan of the goofy heroes. :p I made this guy yesterday:
Uncle Samurai (http://www.imagedump.com/index.cgi?pick=get&tp=553343)
For some reason, I haven't seen as many punny, goofball heroes in CO as I used to in CoH. Saw a guy tonight named Army Ant... kind of a Blue Beetle looking guy but in fatigues... that was pretty good. Saw a Michael Jackson that was spot-on... had some kind of sparkly power thing happening. :p

Closest parody concept I've built isn't so much a joke as an amusing tribute. :P
I build HUcaseal and the BF built RAcast. I forgot about some pieces till he pointed some tricks out to me so I need to reroll HUcaseal and make her even more authentic looking. :P
We still can't decide though if we want to form our multi game guild here too or join someone else's, OR we had an idea to make a Parody SG to celebrate just these types of creative characters. :P I like Uncle Samurai

The one that amused me most recently is Cupid. He as as short as you could go, but built like the hulk, with butterfly wings, an archer and just plain goofy. (in a good way) Don't have a screenshot handy though.

I have a shark named The Great White Hope, though he isn't very funny in appearance. I thought the name was humorous at least. In fact, he doesn't look very heroic at all, what with the guts/chum that he likes to spew on people (venomous breath colored red, looks awesome ;) ) that he is also partially covered in. He also wields a chainsaw, and that gets messy as well, but really he is a swell guy, errr fish, just trying to bring a little hope and justice to the world.

I don't have a picture because he's constantly being rerolled, but I have a Might charaacter named

He wears suspenders and a Russian shirt with a cadet hat and an excellent Stalin mustache.
Unfortunately, no one seems to get the joke, so playing him isn't as fun as it could be.

Here is...
Old Fred escaped from a nursing home.
and
Leprechaun.
Leprechaun needs to team up with Fisticuffs O'Flanigan (which you can see him by clicking his name in my signature.) I went for more of a small, stout leprechaun. His costumes are actually disguises - he can mimic an Irish midget (the usual Leprechaun disguise), a fantasy dwarf complete with armor and backpack for hauling loot, and eventually he will be disguised as a normal man, with normal height and build. His nemesis will be "that deadbeat dad," who owes a lot of money in child support and is trying to catch him for his pot of gold - not to pay for the child support, mind you (gold's not that good any more), but to get totally trashed while skipping his child support payments.
I figure each nemesis will be another deadbeat redneck-like guy who needs the pot of gold, and they can all team up and break each other out when caught.

I have Generic Hero 12345 (http://www.champions-online.com/character_profiles/129449/view) (like the name says), Bettie Rage (http://www.champions-online.com/character_profiles/98701/view) (might based), Chesty Puller (http://www.champions-online.com/character_profiles/200149/view) (munitions based marine that takes full advantage of a certain slider), Krispy Kringle (http://www.champions-online.com/character_profiles/1158746/view) (fire based Santa Claus)and some chick (http://www.champions-online.com/character_profiles/1188579/view) (Might based).

Just adding another guy I made, who might get deleted sometime soon.
Handi-Man (http://champions-online.com/character_profiles/1431489/view), from the old In Living Color skits. The Legion of Justice had recently lost a lawsuit about how they are supposedly discriminatory and only have white males and attractive white females for superheroes as its members, so they added several new members - including Handi-Man, the world's first handicapped superhero (he suffers from Cerebral Pausey - I hope I spelled that right?)
If he gets hit with the big old Generic hammer, then it's cool as I have another character in mind for a force powerset, and wouldn't care too much.

Maybe, if he's not low-level, you should remake him into a female and rename them "Cone-Anne."
The Cone Ranger would work perfectly, though.
You can make a Keanu Reeves-looking Demon Hunter and call him "Cone-stantine"...?

I once saw a giant armored body with a tiny shark head sticking out of the top. He was named SharkTank...I laughed and laughed. It reminded me of the time on Pinky and the Brain where Brain makes the giant robot suit and sits in the neck.
Also, my own creation, RoboHobo. The city is so well off that there are no more homeless, so someone created robots to fill the void. he's dressed like a 1920's hobo complete with only one boot.
