Please consider the following formula.
Effort + Skill = Effectiveness
This equation can be applied to every category of powers in the game. Offense. Defense. Single Attack. AoE. Crowd Control, whatever.
Effort = Tier/Rank of the power. Cooldown. Charge up. Energy Cost. Overall just how much does a player have to go out of their way.
Skill = Understanding gameplay mechanics. Knowing when is best to use a power/advantage. Overall just being a good player.
Effectiveness = Hold Magnitude. Hold Duration. DPS. Amount of Mitigation. Overall how good the power is at the job it seeks to do.
I'll leave the debate of what powers fall where within this equation, but please think of powers in this light before you make an adjustment.
Easy Example.
Travel Power A
Effort
Charge up to reach full speed of 1.5 seconds
Pick up possible at level 5
Skill
Needs to move around and avoid aggro in PvE
If you can run around at normal speed you can run around at this speed
Effectiveness
Among the fastest horizontal speed
No vertical height
Can be slowed, snared, chilled, rooted, and Held
Cannot break you out of any form of CC
Allows you to move faster in combat than normal players
Offers no intangibility
Travel Power B
Effort
Charge up to reach full potetial of 1.5 (possibly, not always necessary)
Pick up possible at level 5
Skill
If you are able to move around at normal speed you can float around at this speed
Must continually reactivate after travel power duration has ended
Effectiveness
High rate of speed while using power
Intangible while using power
Vertical height
Can break you out of all forms of CC to be placed in a state of intangibility
Allows you to regenerate health while intangible
Can be repeated even during combat presently
Which one are you going to take?
Is the skill of Travel Power B really so high that its effectiveness is justified over the effectiveness of Travel Power A?
