Specs.

AMD Phenom X4 9750 @ 2,4GHz
Nvidia GeForce 8800GT 512MB
3072MB of DDR2 800MHz ram (one stick died and havent replaced it yet so its only 3gb used to be 4)
Gigabyte GA-MA770-DS3
24" BENQ G2400W 1920x1200 monitor.
650W PSU

OC'ing processor is not an option as motherboard says no.

Anyway, my ingame settings are currently 'maxed' with 4x AA (its a must really) at 1440x900 res.
And my frames are a constant 15-22, I've even tried reassigning the affinity on the cores for the game but no differences.
Ive also tried changing to lowest setting possible (incl reboot/restart of game) and SAME frames.

Im running any other game out there on the market except Crysis 'maxed out' with no issues, including all recent MMOs with solid frames.

I am currently in Millenium City, and I've been in canada and desert before and the frames were the exact same, even indoors, in some indoor areas you get chop's when you turn.

Ive defragmented both HDDs (game is on my 2nd HDD)

And I've heard people with lower specs running the game without any issues so this is weird really.
And the game doesnt look too advanced visually, the game looks good yes but not like some others.

I really want to play the game but the experience is ruined by the frame issues, you cant really 'superjump-travel' without stuttering causing it to be unplayable.

This is a common issue with Nvidia cards. You're either going to need to wait for Nvidia to release proper drivers for CO, or wait for Cryptic to better optimize the engine.

Its not up to nvidia to release drivers that are compatible with CO. Its up to Cryptic to optimize the game..

If it was solely up to Cryptic, then ATI users would have the same issue. Graphic engines are a two way road.

Try rolling back to Catalyst 9.6. But honestly, a HD4670 only has a 128-bit bus. I'd be surprised if it got more than 30 when ATI gets a driver profile for it and Cryptic corrects the HUD issue and optimizes the engine performance

I have often wondered if its an issue of using AMD in combination with nvidia, since amd now owns ati, maybe there is something in nvidias code that would be some odd deal with used with amd cpu. I have no idea though.

Considering that some of the information the engine generates offloads from the CPU to the GPU, that's entirely a possibility.

One thing I found that helped me was to change firewalls. Seriously, I found my FW was taking huge chunks out of my processor's time.
I'm using Outpost Firewall, and it has a 'gaming mode' which helps loads :)

And yes, ive tried it before but its not helping when its actually frame issues, not lag.
