Limited to where we battle based on level?

I was wondering about this, because I have only recently gotton into the whole PvP thing. At lvl 1-10 (not sure on the exact leels - so dont flame me) we are based in the Cage. The higher up we go, we seem to leave this area, and we end up thinking the cage as a memory.

What I would like, is a way that we could choose where we do out battles. Like people, for example, wanna do a cage match, or then decide they want to do the Hi-tech arena. Give us some choice, instead of basing it on levels. Alternativly, we can scale down to the lower PvP instances once we have reached a particular cap?

If I am correct
1-10
11-20
21-30
31-40

Each one you join will up to that max level. Tho I never played 11-20, and 21-30 pvp.

For the world map is really the quest giver, if you miss 1 major quest. You wont be getting a new one any time soon.
