With your hold so late in the build you might have some problems downing Master Villains quickly. Also why do you have potentially two holds in Electrocute and Taser Arrow? Also Resurgence might have troubles keeping you up while in Electric Form.
Aside from those minor details the build looks good to me.

pretty standard. Force sheath will be nerfed next patch. Kinda a waste to have electric form and all those advs for it when u also have regen; b/c u can only slot one at a time (unless u dont want to have block). Build up your gigabolt more and consider getting the energy gaining buff for sparkstorm. Im kinda a noob but made two electic toons already.

Yeah Electric Form and Regen are redundant unless you plan on using Regen for solo and Electric Form for team play. I plan on taking an offense and defense particularly for this reason.

Your build is almost same as im going.
Reason for the 2 hold is that electrocute has short range and a cooldown, taser arrow is long range and no cooldown.

Yeah, I saw that in the PTS patch notes, but is there a better place for that single point? I believe the buff is going to go down from 30% to ~12%, but 12% still seems pretty powerful. I'm certainly open to suggestions of a replacement. Electricity Block? Stick with Force Block and move that 1 Advantage Point elsewhere?

I can't build up Gigablot anymore than it already is (Rank 2 + Death Arc) without dropping Death Arc. So far Death Arc has been beastly for me. You really think Rank 3 would be a better trade off?

That is exactly why I picked up both: Regen for solo'ing and Electric Form for team play.

I can't build up Gigablot anymore than it already is (Rank 2 + Death Arc) without dropping Death Arc. So far Death Arc has been beastly for me. You really think Rank 3 would be a better trade off?

I just downed Kevin Poe with it. Solo, lvl 19, elec build, no def passive.
I was kinda anxious, because I have seen the new Poe on another toon and his PFF (or whatever) is a *****.
Anyway, I tagged Poe and lured him over to where I was standing, behind some crates.
Charge Gigabolt (lvl 2, death arc), let fly - BOOM - Poe at 10%.
Yes, Death Arc should be renamed Destruction Arc. It works on anything. I am not sure if it is supposed to do this, but even if it worked only on NPCs IMHO it's too awesome to trade it for lvl 3.
In a Viper nest in the desert I took out a whole platoon of the soldiers doing pushups (12? 14?) with one arcing Gigabolt. Lvl 3 cannot be more destructive than that.
Sure, elec with elec form is very squishy, but some healing, CC and perhaps the new field surge should help.

Here's my build so far at 23.
I found Regen really helpful early in the desert for even just moving around.
Once I got Gigabolt things got better -- Death Arc, Rank 2 is amazing.
Getting a good Block replacer was helpful - I'm thinking about swtiching to Retaliation once FS gets nerfed.
My slot for Elec Sheathe was a toss up between Resurgence, Sonic Device, & Elec. Elec is great for alpha strikes -- I will layer sonic device on it later for more devastation.
I still feel a bit squishy but things really got better once I could spam Gigabolt. Electrocute Lightinng Arc is still helpful on Vs / MVs.

You don't need regeneration. Get nanobot swarm /w bionic shielding later in your carreer. Block when you need your life to go up.
I would get Force Shield earlier. It really upped my survivability running around with no defensive passive.
Force Shield + Electric personality + Electric form is a nice combo.
Electrocute should be a priority as well. Lightning Arc doing double damage against held foe does drop villains fast.

Why retaliation? Looking at it in Champion Builder it appears it has a damage debuff AND damage buff (against enemy attacking you)?

Regarding Sparkstorm, keep in mind you need to let it go for a few seconds before blocking. If you toggle Sparkstorm on and then immediately block, it cancels Sparkstorm for some reason.
1) Once they nerf FS, all the blocks seemed similar and retaliation offered a damage buff (I thought) so it might be the most advantageous. Usually I open from range with Gigabolt and by the time any get to me (if still standing) I turtle behind block a bit before more Gigabolt so I thought a block that buffs damage could be helpful.
2) I think 2x dmg only applies to held (not rooted) targets, but don't know for sure.
3) Sparkstorm - ah, maybe that's it. thanks.

Drop Chain Lightning and take Lightning Arc in its place (respec at PowerHouse soon as you clear tutorial). You will end up spamming Gigabolt for multiple targets and using Electrocute/Lightning Arc for hard single-target DPS.
I think you may want to take some utility powers (e.g., bionic shielding, sonic device) before electric form.

Main point is supposed to be the condem hold+lighnting arc with never strikes twice, should solve single dps as well as aoe quite nicely. After that it's more or less only dmg/def buffs which are pretty interchangeable. If problems should arrive with soloing supervillains i could imagine dropping one survivability skill for mines or ebon rift with advantages as pure bosskiller.

never EVER take ebon rift, its a waste of a slot for anyone and in the arena its next to useless, even if mines get nerfed they will still have alot more use then the "wheres it gonna hit next" rift.

Condemn is being nerfed, reducing it's 100 % hold chance to a meager 20 %. It's told Mini mines will also be nerfed in upcoming patches so you should maybe look into other powers than those two or atleast not build your character around those two.
I think you should pick up gigabolt somewhere on the line as it's one defining power in the electricity set and extremely good power aswell.
Electrocute is a very good hold or you could check tazer arrow also. If you want to replace condemn with some other power with hold.

Thanks for the advice. Condemn was supposed to be my gigabolt alternative but if condemn hold gets nerfed then this power is probably a no go.
And ebon rift is massively underrated. The advantage gives it a 100% knockback in melee range and incrediawesome damage, hence supervillains with resist after one knockback always get the melee ticks which are at lvl 20-25 depending on the setup easily about 750ish per second, makes 'em piece of a cake.
So maybe + gigabolt and also probably electrucute as hold.
+ Are there any other viable aoe holds that could be used with never strikes twice? First one that comes to my mind is the darkness aoe hold, but i heard that one really blows

Well as I'm an avid fan of the ice set, I can recommend the wall of ice or ice cage. Wall of ice isn't a hold per se but it it's nice damage combined with the cage effect/chill.
The other power that popped in my mind is of course ice burst - freeze scumbag hold/aoe damage combo.
Then there's the ego hold and ego choke, but I haven't used them much as my TK/telepath cahracters aren't that high in level to get most use of those two powers. TK and telepath in general have good holds.
Oh, and from Force there's that force bubble power that cage your target inside the bubble for a short time.

I have Resurgence, Electric Form, and Electric Shield.
Dunno if it's necessary, but I find it great single-target DPS against hard targets -- Electrocute + Lightning Arc with 2x DMG proc. I'm gonna throw the -RES debuff in Electrocute as well. Basically I use it to open against Master Villains and then just rail on them. It's more endo efficient DPS than Gigabolt for single targets.

Get a hold, people--it's worth it for the 2X lightning arc. It's quite helpful in PVP and against villains in PVE.
I would recommend taser arrow because it's a great synergistic way to get relatively reliable holds without a coldown but I do anticipate an upcoming nerf so you may or may not want to steer clear. Also, condemn is great but the proc to hold is going to be greatly reduced in an upcoming patch making it less reliable.
Electrocute with the advantage increases damage even further and the cooldown is really nothing to worry about. It holds every time. Give it a try!

i guess first off i should mention i run electric form and have really had no problems lvling. i would go as far to say that i recommend using electric form over a defensive passive. just soloed the desert stronghold for probably the best lightning item available. highly recommended you do the quest when u get the chance.
Anyway. i got electrocute and tazer arrow cause im pretty sure tazer arrow nerf is right around the corner. tazer arrow/electrocute + adv lightning arc rank 2 will kill anything that can be held. having two holds also allows me to take on pulls with multiple villains of various lvls. gigabolt rank 2 + death arc in a room full of low hp objects is insanity. i took tk shield since the extended block is more important to me than the energy return associated with energy sheathe (huge dmg reduction nerf next patch). i have healing drones because they still seem like the best heal to me if u dont expect much from them despite their nerfed form and are getting a ai improvement. adv sonic device with gigabolt and adv nanoswarm are amazing as well. if its not too late drop chain lightning. you will never use it once u get gigabolt.
majority of my gameplay revovles around ccing any villain or higher as a pull and then gigabolting him while making sure all henchmen are being hit at teh same time. this results in the death arcs either hitting the villains or finishing off the henchmen. afterwards its a simple lightning arc to finish off the villain who is still held and probably around 50% hp. always make sure to hit as much debris as u can as well when using gigabolt.

I'm curious if Ionic Reverb is really needed in the Elec Build. Does it generate that much energy beyond what your builder and blocking will give you or is it just a 'gravy' power?

I also need help with starting out. I went chain lightning but with everything ive seen on the forums weill probably respec arc. this kinda sucks though because i dont have enough 'resources' to get all the way back to chain. anyway it seems people are really torn between what passives to get. Im going to respec regen for early game leveling since as far as i can tell the agro system is totally @SS backwards at the moment. This is my current build. any ideas as to when the full respec is comming out? chain really is crap imo.

I'm curious if Ionic Reverb is really needed in the Elec Build. Does it generate that much energy beyond what your builder and blocking will give you or is it just a 'gravy' power?
While I don't have any hard numbers to give you, I can tell you I was very surprised by how effective Ionic Reverb was when I took it recently. I'm able to continue spamming Gigabolt MUCH longer now (especially when you combine Force Sheath being up and wearing the the Stronghold Shock Gauntlets).

I just downed Kevin Poe with it. Solo, lvl 19, elec build, no def passive.
I was kinda anxious, because I have seen the new Poe on another toon and his PFF (or whatever) is a *****.
Anyway, I tagged Poe and lured him over to where I was standing, behind some crates.
Charge Gigabolt (lvl 2, death arc), let fly - BOOM - Poe at 10%.
Yes, Death Arc should be renamed Destruction Arc. It works on anything. I am not sure if it is supposed to do this, but even if it worked only on NPCs IMHO it's too awesome to trade it for lvl 3.
In a Viper nest in the desert I took out a whole platoon of the soldiers doing pushups (12? 14?) with one arcing Gigabolt. Lvl 3 cannot be more destructive than that.
Sure, elec with elec form is very squishy, but some healing, CC and perhaps the new field surge should help.
Hate to be the barer of bad news, but just like Mini MInes for Muniitions.... Gigabolt will be nerfed. So have fun with it now will you can. Do I want it to be nerfed, no.
My friend thought I was going to be ****ed when they nerfed Mini Mines. No, I was not, because I knew it would be because it was way to fun.... I mean powerful.
But then again, If it is not Over Powered in PvP, and the PvPers and are not crying about it. Then it has a chance not to get nerfed.

Yes the nerf came today, as far as arc-ing from destroyed objects. That no longer happens, although it will arc from enemies TO objects and damage/destroy them, which can be annoying or nice, just depending. Still works great on packs of henchmen+villan.

Although after looking into it, I believe I'll be replacing Ball Lighting with Force Eruption and taking Rank 2 off Sonic Device to buy Gravitational Polarity (advantage for Force Eruption that gives a flat 20% dmg increase to all powers used while standing in circle created by Force Eruption).

Quick question for the electricity frame.
Sparkstorm's Electric Personality, as far as I can tell, the only thing it does is changing whether you have to keep the key down or it toggles on and off. What's so good about that?

What's good about it is that you can use other attacks and abilities while it is toggled on. Without the toggle you can't do anything else while using Sparkstorm.
For example, I could toggle on Sparkstorm to take out the henchmen that are on me while at the same time using Lightning Arc on the villain.

Yeah, found out myself. Thought "Hey, when most of the other builds has this power, then I am going to get it as well."
And it rocks :)
