So, thought I'd share my current planned build (up to L25 and powering through the game no problem) and get some feedback! Provisos for this build is that you can only use Force for defensive powers, Gadgeteering for offensive and no skipping pets!

Last slot is free choice (I went Electric Form so I can make an Offensive build).

So, just to check in on my own build post-patches recently I am still going well at L26 - the build plays well enough that I don't use the bots in outdoor areas except for very tough fights. Not faced any Master/Super Villains recently so it remains to see how it fairs.

-I don't have much experience with all yoru powers, so i'll give you a slightly-more-qualified-than-noob read of your workup here.

PFF and blocking (i have heard) is a bit wonky atm. If they ever get that fixed, you may consider sliding some ranks around and take a shield power w/advantage that lingers after release (if any survive the nerfbat).

I get a lot of mileage out of Resurgence after i tried the Serum for a couple levels. Found Resurgence (or any click heal, dunno if there are others) to be more useful and keep me going moreso than the serum. May not fit your concept directly, but just imagine that Resurgence is a shot of adrenaline or stim-pack/hydro spray of super-charged chemicals to keep you going.

I'd consider SuperStat'ing Endurance over Presence. I know Presence is good for pets, but yer getting some benefit already from Intelligence in that regard and your PFF scales off Endurance. The higher that is, the more knocks you can take.

Finally, i love Field Drones dcespite all the over-nerf cries. I use it often, especially tos et up main boss fights and (not-underwater) escort missions. Great little healers. But ranking them atm gets you negligible benefit. If you have a retcon in your pocket (did they seriously change that name? Retcon is soooo-comic bookish they need to bring it back). don't rank the Field drones up until they fix the healing to scale enough to be worth it.

I'm aware of PFF as an issue and I was involved with some fairly extensive testing to pin down a few issues on it (mainly Field Surge which is now "resolved") but I still find it fairly effective. Knowing that it doesn't synergise with Block i tend to just go all out offensive until I run low on HP's. Just wish I could get some click-status protection to go with my playstyle!

The swap of Serum for Resurgance might be worth considering but I was trying for a flexible build that could have a switch between roles (Field Drones for healing, and a team rez - originally I was also aiming to get the Force Ally Buff but the build is tight - when in Support, Elec Form when in Offensive and PFF when Solo/Balanced) so this was a holdout from this. Once I get to the level to take it I may reconsider both Serum and Elec Form.

Super-statting Presence is something I am reconsidering since the pet HP effects feel negligible (and I could do with testing this a bit more via the Powerhouse). Tied with this is your suggestion on Field Drones - I appreciate the minimal benefit but I'm future-proofing my build, at some point they should get looked at and improved and I'm hoping to do some testing to aid that process when I do /retcon.

Good call on those suggestions you made though :)
