PVP zones (if/when added) and arenas should not affect how the PVE game is played or balanced. When entering PVP, the powers should work differently via suppression, % gain/loss or even disabling. There should not be 1 universal power for everything in the game. This will only lead to more issues and hatred between the 2 camps.
With the game allowing you to take any power from any framework, PVPers will always find the strongest combos (regardless of how little benefit they may gain) and abuse the hell out of it. This is a fact. Suggestions from PVPers to balance the game will just lead to uneeded or wanted changes in PVE. Here are just a few examples of the suggested changes to powers for the sake of PVP.
Teleport and Tunneling are too powerful -
Do not allow Teleport to regain health and energy while Teleporting (same could be said for Tunneling).
PVE change: I just finish doing a battle and barely survive with 20% health. On to the next part of the mission. I teleport half way across the map. I find my target, I teleport to the target and prepare to fight. What is this? I am still at 20% health and my energy has not regenerated to my current equilibrium. I have to teleport away, find a safe spot and sit around to regain my life and energy. Do PVPers care about my inconvenience? Nope... they just care that someone has abused this power in their loved arena and want it nerfed.
Put a longer cooldown on Teleport.
PVE Change: A pull goes bad. My flying buddy, shooting at max range while flying simply flies a bit higher and is out of combat. PHEW! Lucky save! Me, attempt to run away for XX seconds while teleport is unavailable and maybe even die.
Or, while at the bank finish my banking business and attempt to teleport away. OOPS! Accidentally hit an AOE power that is next to my T key. Walk towards the exit while I wait 15 seconds for teleport to become available.
These are just 2 examples of quality of life changes that were suggested for PVP balance that will ruin some of my fun. The same can be said for Offense and Defense powers. I am seeing a lot of requests to change powers because PVPers find them no fun in the arenas while they have minimal effect in PVE. These changes are now negatively impacting PVE and they may have not even been OP in PVE.
The fact that we have access to any and all powers will mean that PVP will never be balanced. Today its Force Bolts and Force Blast, tomorrow its Strafe and Sonic Arrow.
I just ask, please separate the 2 so we can have a tanking ability that can really tank bosses, damaging abilities to take down the boss and healing abilities and buffs to keep people alive. Without having everyone in PVP using these same abilities to be invincible.
