Any comments on my electric build plans? So far im lvl 13 and feel pretty weak.. die a lot.

Electrocute is absolutely useless, drop it. And instead of Thunderstrike I would take Ionic Reverberation. Also you should take Ionic Reverberation as soon as possible as it will help with any endurance problems. And your first Advantages should be Accelerated Metabolism on Chain Lightning and Electric Bolt.

AM for chain lightning? Really? With the complete circuit thing (sorry.. don't remember the name) for CL, I have no trouble spamming it non-stop without running out of end. I agree with the other suggestions, though if you solo I'd grab a passive def in addition to the lightning form, and push gigabolt back in your build until after you fit the form in there.

EGO + DEX for electric = low survivability. Just my experience. Sure, you crit, but you die too often, and living twice as long will net more damage than the crits.
With a Rec/End build you are doing good damage and have some good defensive recovery options, while not running low on energy EVER.
That said,
Sparkstorm- make sure you get electric personality. It basically lets you use this without holding down the power, so you are able to continue blasting or doing other things for the 5-7 seconds it lasts.
Thunderstrike is meh. That is all I'll say about that. You have gigabolt, you no longer need it.
I would reccomend taking you time getting to giga bolt and the like. Take some non-electric supportive abilities-
namely:
Force Shield- with the advantage for 1 pt that makes it work for 5 or so seconds after dropping the shield, you are basically always able to have boosted defense and knockback/down protection. Plus with sparkstorm you are able to turtle, while dealing damage, AND gaining energy from force shield. I expect this to be nerfed at some point but we'll see.
Regen- Ok, don't hate me. BUT with recovery as a super stat, I beleive it gives extra HP per tick, and it will allow your HP to keep up with your energy. Further, you can sparkstorm, turtle with force shield, and wait out your enemy better. This isn't required, but its not bad. And with teleport, the wost thing that can happen is you go low on health, realize you won't survive by turtle alone, and you teleport to safety for a few seconds to start the regen proccess. You teleport back in and by the time you pop out with the enemies, you are healed back up.
Sonic Device- I know it got a bit of a nerf, but a sonic device PLUS gigabolt can be devastating to a single enemy and his henchies.
This all may be unhelpful if you really want DEX/EGO. You still need some survivability in there.
