where do i create my nemesis at? cant seem to fine the loc

The police station is just north of the museum which is north of City Hall (which is on your map, the location of the Mayor public quest)

Go to the east end of city hall, now go two buildings north, you should see another building called Police Station.
Congrats, you just found the place to make your Nemesis. :p
