I need about 135K to level up... And I have nothing but some 25 quests and the rest are all 26-28 in my crime computer. However I dont want to waste my 25 quests on lvl 24.
Is there anything Im missing?

I was lvl 22 and had nothing, but 24 missions available. Seems like the Quest XP nerf left some gaps in the lvl train. Ended up having to do crappy 10k radios to knock thru the wall.

awww man, doing that one quest from Justiciar for 11K xp... 13 times... Sigh.

Same, Devs, I believe you should either A add more quests which ultimatly requires time, or B add more xp to each quest until you have the content available to lower the xp rate.
