Level 13 when done in canda and low level quests in MC :S

Im just wondering if i have missed something are there higher lvl quests in desert or more quests in canada? the ones i found in desert are around 9 and 10. Or will i just have to do 15-17 quests in MC?

What I did was finish canada. I was like level 13 or so, than went to the desert. The level 9-10 quests are part of chains and become level 10-14 quests. You'll get to around level 15-16 from doing all the desert quests, than march your way to MC.

I did this in reverse order yesterday and ended up 14th level.

How did you get out of the crisis zones at level 13? My most recent character got out at level 11 and that was with doing all the quest in both crisis zones.
