have a question on Custom Frameworks & how Superstats effect your powers.
1) Do powers have certain stats that effect them because they are made that way or do certain stats effect them because they are in certain sets.
2) Am I going to be gimping myself if I am taking powers from multiple sets i.e 3 or more
3) If I take the "The Hero" stat boost which gives +8 to all but Rec/End (I believe) which get +6, is that making all of them Superstats?
Reason I ask this is I have a concept for a underworld based gunslinger. Under that concept, I would need several powers from different power sets. But am I shooting myself in the foot (no pun intended) by doing so?

Here's how I understand it. Please take all this with a grain of salt, I'm still trying to figure things out as well.

As far as I know, the damage that a power does is affected by your superstats, unless it's a melee attack (affected by strength), or unless it says otherwise in the description (I think some telepathy power do damage based on ego regardless of what your superstats are, for example).
The other effects of powers are governed by whatever stat governs those normally. Like Intelligence affecting pet DPS. Or, again, if the power says something different in the description.

You pick your superstats later (at like level 5 and 10 or something like that). You only get two superstats, you choose one at a time.

Like the above poster stated, all your powers are going to be affected by your 2 super stats. Although, some powers are affected by fixed stats, check the tooltips of the powers to know.

You are not gimping yourself by choosing powers from 3 or mores sets. Actually, the game was designed to allow such customisation. Just make sure the powers doesnt requires missmatching stats.

"The Heros" stats, which is only available in customs character indeed allow you to start with 60 stats points instead of 54, but all of them start a bit lower. Please note that the high stats are NOT superstats. Those are chosen at lvl 5 and 13 (like powers).

Reason I asked is my concept revolves around Munitions, w/ Regen, life drain (or whatever it's called) & maybe some Sorc powers. Not sure if the mesh well w/just the two super stats from Munitions. If I take stat boosters (forget what they are called in the powerhouse) that focus on my main stats, I don't think that's giving me the stats I need to work those others very well. Yes I'll be critting nicely, but the powers from the other sets will be very weak. I seem to be having difficulties mixing/matching. :confused:
If someone could send me a viable build w/that concept, I would be in your debt.
