Hub City?

I am in what i believe to be the secnd stage of Canada. The storms look to be stopped for a bit atleast. So I was wondering, from here am i able to bounce around to some central hub? Or Do you just do quests to get to the hub city? And from there does it become a little more open as far as where i want to go and what i want to do?

I hope my questions were not too confusing.

Go to the helicopter, you'll have the chice to go to the desert or the city,
the helicopter is your hub.
