Hello, "the new pollution" is still not completable. Our speculation on these forums is that this is due to "hiker's horror" never making it into live. A lot of us perk hunters have had to look at this 4/5 done perk for a while, now please fix it!

either that or we've all missed a mission somehow

Not speculation. I've done this quest during CB, it was the only one I hadn't done yet in that area. Completed it and I got the perk. And it was glitchy during CB as well.

I was going to report this as a bug, but when I searched for it they said the patched it last night! Where is hiker's horror?

Area to the east of the base. Same area as the cure the diseased animals one or the: Something Fishy mission, in which you go down a pipe in the river to check out what the heck Viper is doing.
You'll find npc's being menaced by diseased wolves. Said civvies tend to be near lanterns as well. See a lantern? That's their spawnpoint, if all goes well.

Did you kill the menacing mobs?
The one I usually got the quest from, was the most western of the civvies. And as soon as he gave the mission and you got the quest area encircled, he was literally located within the outer border of the circle.

Oh yeah, I killed mobs for 3 hikers, royball, o'sullivan, and mccoy. They say THANKS PLEASE FIND MY FRIENDS and then run away and disappear. No mission though :(

Hmm.. Try going more northwest. Technically all of them should give the quest, but try to find one who is farthest away from them and closer to the Viper Base.
Perhaps, he'll give it, he did for me anyway.

So...you've actually done it in live? I found a 4th hiker named Carrea or something...he also just said rescue me friends! then ran away. :(

Nope, not in live, game hasn't been released here yet.
Just going by what I recall from both CB and OB.
