I have been very impressed with Shadow here are a few things I have tried:

I suggest Shadow Form and trying to max out END then CON followed by either REC or INT.

Fear includes a damage debuff, I have stacked the Sigil that also is a damage debuff. I have found this to be fairly effective.

Lifetap (I think that is what it is called) is a must have as your healing option. Also it is a maintained heal and attack which turns into an PbAOE that will heal your friends and pets if you decide that you like some pets.

I have mixed fealings about Shadow Bolt (the charged single target attack) it hits hard but I find Life tap more generally useful. Shadow Bolt with its range of course is great. Also if you want to ensure something is feared quickly alternate the shadow energy gaining attack with shadow bolt.

I have yet to see Ebon Rift with the advantage on it. However the description of the advantage says "Massive Damage" which of course intrigues me. That said Shadow Embrace is the BREAD AND BUTTER attack power IMO. Immediately slot it with the 2 pt Power advantage that knocks and pulls people off of their feet.

The cone is large at level 17 with Shadow Form rank 3 I see ticks for 145 in the power house. Shadow has many powers that buff damage. I also tried using the Sorcery Circle that gives a fear effect and buffs damage. I see ticks at 164.

Shadow Embrace doesn't root you. My tactic is to target the farthest mob and simply run in circles around mob groups while maintaing the power.

It completely controls the situation herds them alltogether etc. Thus there are several ways to increase damage by Shadow Embrace 1) damage buffs 2) High Endurance 3) Lower power costs, 4) Increased recovery.

Anything that allows you to maintain Shadow Embrace for a second longer does like exponential damage.

Ebon Rift does not increase in damage the longer you maintain it, it just keeps doing the same damage. It does herd mob groups too inherently, so I am not saying it is bad.

IMO you don't need two AOE maintainable damage powers. Choose either Shadow Embrace AND the 2 pt power advantage or Ebon Rift.

not both.

Also Dark Transferrence is totally awesome. Slot it up with the Blood something or other Power advantage that adds a base Shadow Bolt damage to every attack. Couple Dark Transferrence with Lifetap for the win against Master Villians and Super Villians.
