I get drops that are enhancements that I can equip, but they say "currently enhancing nothing". How do I actually apply it to something?

I get drops that are enhancements that I can equip, but they say "currently enhancing nothing". How do I actually apply it to something?
When you equip them, if they enhance something you have it will list it. If you don't have a power the item would have an effect on then you will get "currently enhancing nothing"
