Out of quests at 23

I am 27 and have yet to run out of quests.

Is that even possible? In Canada I found a level 22 and 23 quest that told you that you could repeat them over and over. They are in the base near the helicopter. If you were absolutely stuck, you could do those.

Also, I found a lot of quests in out of the way places in both Canada and the Desert that range from 24-26.

I didnt run out of quests until 2 bubbles away from 40 so your clearly missing some quests.

at around 22 i got an email from socrates giving me 5 new missions in MC

I found out that you actually have to go back to Canada or the desert after you level a little in the city.

The missions from Socrates are the help a civilian missions that you get. Which give less than 4k exp. So you would have to do 50+ of these to get even close to leveling, if not more. And now they nerfed Scared Straight. I've already done all the public missions (except for the bugged ones of course) and I've searched high and low looking for the hidden missions, done all that I could find.

I managed to hit 24 by doing Scared Straight 10ish times. But now that is gone. There is an serious content black hole here. There really needs to be an abundance of mission choices, not a lack of or just enough to get by if you do every single one.

Make sure you check the eastern part of the desert. There are a ton of quests out near the prison. and to the south of it.

Go back to MC, there's about 15 or so quests there from Dr Silverback and from the magic book shop. Plus a few quests dropped by mobs.

I'm at the same point. Every quest I have available, including the random ones at the crime computer, is level 24 or more, so I would get useless rewards and die a lot, specially after the huge nerf patch.

Same thing happened twice to me and I managed to find contacts with quests of my level, but there was absolutely nothing pointing to them (no other contact, no crime computer emergencies, nothing).

This is definitively a bug. I think there is enough content to level, but it is hidden or optional. If you find it or somebody tells you about it, then you'll be fine, if not, it is grinding time.

They gave me 12k each when I was level 22ish. Did the xp for them change with the new patch?

Why do civilian missions give such pathetic XP anyway?

I hit a slump in quests till I "found" the crime computer, now I have so many quests I'm having trouble keeping them from going grey at 28...

I just did some in Canada, they gave just as good xp as normal missions.

They used to be crappy and not worth your time, that has been rectified somewhat.

Check the crime computer for people giving quests. Also another thing I think a lot of people miss are the patrol missions. These are the time limited instanced quests you can get from random citizens. I've found that I get many of these after saving a random citizen from a sticky situation. Sometimes I just land and they run up to me, but for the most part you get them from people you save. Not always of course.

These do show up in the crime computer as well but not until they are grey.
