So this is one of the first quests that we realize that we can be ganked on by having someone else run in and blow up the fence while we kill the fairly tough boss.
My suggestion is to put a force-field up around the cage so that no damage can get through until the boss is down. He's a force boss so I could see something like that happening in RP life. It would also explain why one of the city's champions was thwarted by a shrubbery.
