how do we create our arch villain?

I'm lv25 but have no clue where im sopposed to go or do to make my arch villain. Can you let me know or give me a hint?

I've never done it myself (no characters high enough yet), but you got to the Police Headquarters in Millennium City and create it there.

Ummm.. i forget where the police station is exactly can you tell me?, they need to have an option that displays building names or main places like that on the map because its annoying having to be around that spot to see it.
