This power seems terribly underwhelming. Am I missing something or is it just a poor power?

you are missing 2 things...the heal advantage on it...and the fact that it really does do nice damage if you are low end/health for free. My 2 gun guy uses it about twice a fight...an attack to get the HOT going, and late in the fight to finish em.

I suppose it's good with the HoT but I personally don't care for it. I always seem to regenerate just enough energy as I fire it off to make it a wasted shot, and I don't get the +100% damage.

How much does it really heal? It didn't sound like that much from the description.

The problem I find with it, is that Munitions is a set based around energy regen, Killer Instinct and Lock and Load, most muntions builds also take Quarry to keep their regen even higher, so I've never honestly had a build with Holdout Pistol in it before, though the rest of the pistol attacks are pretty amazing Sonic Emitter(with AoE advantage) + Lead Tempest is amazing!

iirc it's on a 30 second cooldown, it should be closer to 10 or 15, the heal isn't very good and is still tied up behind advantage points.
the single target damage is useful but only in rare situations where other powers (escape, Block, heal, mez) would probably help better.
I'm on the fence as to whether or not it's a waste.

its saved me in a bunch of pvp fights with just the last shot and a little health boost so im keeping it:D

Disabling your energy builder right before you use it helps a lot.

It's easier to get off when you're higher level. If you have 80 energy, 5% is only 4 energy.. it's very difficult to activate a power below 4. But @160 energy 5% is 8. Much easier.
IMO they should eliminate the 5% and just make it a flat 7-10 energy ceiling for the crit.

Or 15-20 energy. Let's face it, even on a crit, it doesn't deal that much damage, and it's not spammable. What's the harm?

It does plenty of damage on a crit, considering that it's free.

When I can afford it, I might try dropping it for something else. I just don't like the idea of dropping a pistol power, but it doesn't fit the Gun Kata powers, at least not at Rank 1.
