I took Lightning Reflexes on my Martial Arts character and focused on Dexterity. I currently have it at rank 2 and I am level 12. Does this power actually do anything? Is it bugged? As far as I can tell it has no perceivable effect on my survivability.
I have Regen and PFF both on various characters so far and those defensive sets make a big difference to survivability but LR doesn't seem to do anything.

It works and fairly well. Try switching to a different build and don't slot it, you will see how well it actually works.

Everyone has mentioned how it compares to the others and yes, it doesn't seem as up to par. The intent is to have them miss with their attacks.

The biggest problem when comparing LR to resist defenses is that LR does no have absorption. The next problem is how dodge works in general.
At level 18 with a 41 CON INV at rank 1 is 22% and absorbs 17 points flat after the initial damage mitigation is applied. So INV can basically ignore fast low damage attacks (you still take a min of 1 pt of damage), might need to use a HoT versus average speed medium damage attacks and will need to block big slow attacks.
A players dodge stat is cut in half versus fast attacks, is as listed verus average speed attacks and is doubled versus big slow attacks.
So I dont know if 50% dodge with LR at rank 3 is easily achievable but at that level you would get your avoidance on big slot hits, be approximately equal to INV rank 3 versus average medium attacks and be much worse then INV versus fast low damage attacks.
Here is where the problem comes in, BLOCKS. It's easy to block big slow attacks since they have a big icon while they are charging. An INV using BLOCK mitigates almost as much as LR using BLOCK.
So in a typical mission scenario a player would take on a Supervillain with 5 - 10 henchmen around them. A player with INV can nearly ignore the henchmen and concentrate on the Supervillain. A player with LR can not ignore the henchmen and usually has to find a way to kill them off before they can deal with the supervillain.

Its completely unbalanced and needs to be fixed.
I am actually very upset with the dodge defense system.

Same damn thing with CoX, which resulted in the Global Defense Nerf.
