I like to see big numbers, NPCs one shotted, etc. What sets hit really hard?

Pyre (fire tree) does amazing damage. You full charge it and it will AoE kill almost anything. It takes a ton of energy, though. You probably wont have a ton of survivability, either.
And from experience, Claws can do amazing damage. You hit em 3 times with viper's fangs (they get a 'shredded' debuff), then full charge (which is really really fast) Dragon's Claws. I was critting for about 1400 in the beta around level 19. Probably want a lot of dex for crit chance; dragon's claws does extra crit damage I believe.

Go with the elemental powers. I am thinking of fire with the build up from ice to stack with the build up from fire (I forget the names) because the ice one boosts elemental damage.
Pyre doesn't take that much end and it has zero cooldown.
I just figured out what flashfire is meant for - thermal reverb. I think flashfire (besides having the coolest animation in the game) gives everyone clinging flames and with thermal reverb you can just shut off the end builder - not kidding, I tried it in the powerhouse.

Claws will get you one-shotting mobs if you crit. Haven't played Ice.

Just in my personal experience, fire and munitions do more damage than ice. I have a munitions character that does crazy damage and a friend's fire user is always outdoing me in damage too, mostly thanks to Pyre. Which is okay, ice is great for CC and it's hella useful.

I rolled a fire toon and boosted him to 40 in the Open Beta mega-destroid event, and all I used was Flash Fire for building up power/endurance. Was amazing being able to hit Flash Fire once on 3 or 4 mobs, then Conflagration or Pyre 3 or 4 times :D

what about for soloing what do you think would be best?
I really like munitions for soloing just because of the damage it does. Ice is actually pretty nice because it has the crowd control abilities.

the whole point of the game is to mix and match.
If you want to play sets go to CoX...
So far on my main I have 2 electric powers, condem, the tornado thingy with the chain, self heal, regen, and a might power... She is pretty darn tough...
But really, other people telling you what to play is no fun at all. Try everything til you find some stuff YOU like.

Wrong. The whole point in the powers being as they are is so that everyone can play a toon the way they want to. If they like taking lots from the same set then it's hardly the wrong way.

I'm finding Might to be a very satisfying set to play. Lotsa heavy-hitters, and it's lot of fun to punch people into the stratoshpere. Might might not be the highest DPS set in the game, but it rocks.

ice and blaster powers are the most OP powers in the game.
there are no diminishing returns for the knockdowns from force blaster
ice power can DD for 1000+ with no charge
fire can dd for 2000+ not sure if charged or not,
electricity so far looks like a crap tree, but i havent played top tier yet and haven't been pvping for long

Still, in a passing attempt to be helpful to the OP:
It depends entirely on your definition of 'hard hitting'. All of the sets seem fine to me for the most part, though I've noticed that Dual Blades doesn't hit as hard as some sets (like Force or Darkness) until I start weighing in the fact that a lof of what it does do is AoE (saving me time). I can one-shot a mob with Force, or I can slowly ruin an entire group in just a little extra time with Dual Blades.
I don't think there's any clear winner, especially factoring in personal preference and the like. Still, I think that Fire has a slight advantage (especially with Fire Form up) from everything else I've messed around with.

all sets are awsome . its how you play
i kicked a lvl 15's ass at lvl 10
and at lvl 13 got beat by a lvl 11 .
its how you play the game that is what counts really .
honestly melee is OP .
if you stay alive for long , you do better dmg .defense is best offense

I love my munitions.
They don't do tons of damage until you get sniper, but get your energy bar at full and hold down whatever attack you use and its like BLAMBLAMBLAMBLAMDEAD.
And sniper rifle, OHBABY.

sniper is good but in combat its hard to use since it needs to be charged before it can be used but its awsome 416 dmg at lvl 1 rank .
i am playing guns and gadgets right now . and the chain saw is awsome
