I've noticed that I couldn't select White/Black/Any variant of grey when it comes to my color powers.

Any reason as to why?

I've heard grayscale just doesn't look good with their system, but another problem is that to get to gray, black, or white, they would have to add value and saturation sliders in addition to their hue slider.

Then how about the option to turn persistant effects off? Or at least some non-pastel colors? It's hard to play a non-magic, non-superpowered, non-teched up martial artist when you're glowing like a light bulb.

Issue 16 of CoX has, now, managed to do a better job...

I don't have a link, but I believe they are looking into clear and will probably add it soon.

Yes, it only took 5 years and a near-complete rewrite of the way animations and colors work under the hood, leading to massive dev hours spent on this customization issue instead of adding depth of content or more powersets.

It is planned as an after launch feature. No mention of when, but that's pretty standard in the industry. The issue is not only developing the system such that the powers look good when modified to grayscale, but also designing and implementing a clean, intuitive UI for the feature.
