Get someone who has ARMS make you one. I can actually do that on my character, but I haven't taken any of the bows yet because I still can't find the auction house/trader/whatever you want to call it. :(

the auction house ive seen was in the millinium city... city center area. looked more like a stock marked :p it was in 1 of the buildings in that cirle.
