Some info:
I didnt pick any talents right now, but dont worry about it. I will be going REC/END as much as possible. And maybe a little bit of CON from items.
Lightning Arc: Not sure how good lightning Arc works as a second power, I used Chain Lightning in the beta. I will respec if needed.
Sparkstorm: has anyone used the Electric Personality advantage? I havent tried it, and dont know if it would be worth it. But if its any good, Im thinking it would go well with my build. (see below)
Sonic Device: for more damage, obviously
Thunderstrike: Just hoping they upgrade it a bit, if not I might have to respec it, and not waste any advantage points on it.
Regeneration, Electric Shield, Sigils of the Primal Storm, Resurgence: Go together well to heal while still dealing damage. This is where Sparkstorm with the Electric Personality advantage could come in as just another way to deal more damage while blocking.
Electric Sheath: Another dying preventative (with the advantage) as well as a damage dealer.
Ball Lightning: Never used it before. If it proves to be good I might have to buy the advantage to get 3 balls instead of 1. After all, you can never get enough balls! Right?
Anyway, some comments on what might be unnecessary or what may help a bit more are welcome!
Thanks guys

I guess nobody wants to comment?

regen would work better with con as one of your superstats. end and recovery are decent for a second superstat if you are prioritizing energy management.

But regen doesnt scale with CON am I right? Or the amount of health you have?
Either way I can get some CON from talents or items. Im pretty set on REC/END for my 2 super stats. Unless theres a very good reason to change them.

To be honest, electricity does jack all without its energy form.

I havent been using electricity for too long but i would recomed Gigabolt instead of Thunderstrike, i still have it on rank 1 and its my strongest attack. And i just use rank 3 sparkstorm for my area attack.

What do you think of my lightning/regen build?
I think that you've got a Lightning build with Regen tacked on. ;)
Regen is good for that. "I need a defensive in here somewhere." "Hey, what about Regen?" "Righteous!" It's like the mayonnaise of framework sandwiches. Does that mean it's as important as all of the Lightning stuff you've got in there, enough to warrant special mention in the name of the build?
Evidence points to "Yes". I find this very interesting. :D

Ive used it without its energy form and I wouldnt say it does "jack all". I think it is very useable actually, and when I need the higher damage numbers I can turn on electric sheath. Granted its only for a short time, I still think it will work just fine with regen. And when Im in a group with a tank then I can switch to my electric form.
Just made some changes to it. Took off thunderstrike, move electric sheath up to thunderstrikes spot, swapped gigabolt and regen, and took ionic reverberation for level 35.
Im still wondering if anyone has tried the toggle sparkstorm advantage? I know sparkstorm works very well normally as an AOE attack, and especially with sonic device. So would it be worth it to weaken sparkstorm in order to make it the toggle attack?

Good point. In beta I had fun messing around with a Lightning build that used Defiance/Enrage (Might) and Electric Sheath for damage buffing. It was fun enough that I'll probably tweak it more for open game.

I was thinking about defiance but it scales with CON. Im not going to take CON as a superstat but I will definately raise it a little with talents and items. How much of a difference does that make?
Enrage is out of the question :p

Yah, had Super Constitution and Endurance; probably wouldn't suggest Defiance without the former. Enrage was fun simply because besides the damage buff I got to tower over the battlefield like a god of lightning.
Which was the entire point. :D

Lightning Arc: Not sure how good lightning Arc works as a second power, I used Chain Lightning in the beta. I will respec if needed.
[Lightning Arc IMHO is better than Chain lighting, think of it as a small eye beams attack from the PA set. Each ticket does more damage, and depending on your maintainabilty really puts a hurting on bad guys. I am a fan of Lightning Arc.]
Sparkstorm: has anyone used the Electric Personality advantage? I havent tried it, and dont know if it would be worth it. But if its any good, Im thinking it would go well with my build. (see below)
[Sparkstorm is fun! Use the Electric Personality Advantage and love it - it allows extra DPS to be tacked on. There is a 1sec activation for the ability so it can be interrupted - but if you are held, rooted, stunned - you can activate the ability. It has the awesome bonus of occasionally knockig folks back.
Sonic Device: for more damage, obviously
[Good ability especially with Sparkstorm. to use it properly, activate sonic device, then activate sparkstorm, using it the other way causes the ability [Sonic device] not to activate most of the time.]
Thunderstrike: Just hoping they upgrade it a bit, if not I might have to respec it, and not waste any advantage points on it.
[This is a great ability IF and only IF you like rediculously long coldowns.]
Electric Sheath: Another dying preventative (with the advantage) as well as a damage dealer.
[Electric Sheath is handy for a variety of reason, ie: extra damage, hold/root breaks. The cooldown is long though and if you plan on using gigabolt, plan on using it ONLY for one gigabolt before its removed.]
Ball Lightning: Never used it before. If it proves to be good I might have to buy the advantage to get 3 balls instead of 1. After all, you can never get enough balls! Right?
[pets are pets - its a little bit extra damage] meh.
