Preventing the enemy from attacking, or do they only impair movement?

Hold does, but I don't think Root does.
I'm curious what the difference is between Root and Snare. Inexorable Tides, a Snare move, has an advantage that makes it also Root. But when I got it, I didn't see any difference at all from it's normal function.
On the other hand, it's rank 2 knockdown doesn't work either. I should report that.
