Party question

So what level does the game encourage people to start making parties? In CoH I could easily do a party 1-50 because it was faster to team up to get travel powers but in this game people seem to prefer to do their own thing because it's so easy to solo. I understand the game is technically not even out yet and people are learning the ropes but I'm a little concerned that people will just do their own thing unless they are playing with friends or supergroups. Is there a certain level where more people start forming pick up groups?
