Make it so that you cannot use travelpowers when in combat, that is, when you are getting attacked.
You need to have a few seconds window of not getting hurt to use travelpowers.
Say you exit a fight and try to run way. Then you need those few seconds without getting attacked to activate your travel power.
When travelpowers has been activated, they should work whatever getting hit or not but make it so that they have a duration and a reuse timer to balance things out.
This of course is all for PvP and arenas, in PvE it can stay as is.

If you are so concerned about people using travel powers, take a power that removes them from your foes.

I'd rather they just make targetting, tracking, and following easier.
Part of the fun is getting away USING your travel power. Rather that's zooming off with SS, jumping away with rocket boots, or tunnelling/teleporting away to unsafety.
Also chasing down people is really fun. Travel powers are very important for weak defense characters- but also the bane of melee players.
I think a /stick system would work well for melee characters. Add SS or SJ and it can stick to them- or constantly jump to them + attacks while remaining in air for a few seconds. If your speed matches or exceeds theirs- you should be able to stay in melee range the entire time until they do sometyhing to hold/knock/escape you.
Powers such as the ones where you backflip or fly backwards AWAY from the opponent- should void their /stick. This guys ranged characters ways to get away from melee IN ADDITION to holds and knockbacks.
Also allowing teleporters to be tracked 100%, the reticle staying visible the entire game- is very important. Or leaving a whispy sparkling easy to track trail wherever they go so they can be easily followed.
There's plenty of easy and medium difficulty solutions to balance PvP but also keep travel powers.

Thiers actually a game that has something similiar to your suggestion..its called CoX..
No game needs that type of mechanic because you take away the fun factor in pvp quite easily.

That would take so much fun out of the pvp in CO. Seriously, I remember my first arena match with my Acrobatics character. The most fun I had was hitting a player, having a few of them target me then running around the cage to their flank. I love that I can play a character who harasses other players and then is able to retreat when necessary.
Don't take away my travel powers.

there are no tough guys and cowards in video games only winners and losers, if i am getting whomped by 5 guys and i take it like a man, i am not tough, i am stupid....
tactical withdrawl and re-attack is smart
don't like travel powers find a tactical way to neutralize it, nice of the dev's to mention you can do that as a hint on loading screens

How about you leave and go to CoH?
A lot of the exiles are here because there is no horribly designed movement suppression in this game.

I have been thinking about this, because I do think the over use of travel powers make the game less fun, potentially.
The problem is though, if you have matches where they are disabled (which by the way I am not against for a map to exist like that. Would be interesting twist)... that they are skills and people play with their skills.
So I was thinking about it, and I think if you create contests with objectives that need to be controlled and maintain and have that control and maintenance by forfeited when you are using travel powers you might be able to create some more toe to toe conflicts and less running in circles and hiding all the time.
People will still run away, but at least their would be consequences.
With the only way to score in most of the maps is to kill and to give up points to be killed, it dictates people run away to try and protect themselves.
Change the objectives, and you influence how people play.

For the love of god please dont start this nonsense. Had to put up with that BS travel suppression in CoH, it killed the damn game imo. Leave travel the way it is, the first part of superhero is SUPER.

Travel powers make PvP fun, the only one I really have a problem with is teleport. An invunrability button doesnt generaly make for fair fights. Otherwise good.

Nothing makes me feel less heroic than not having a travel power while in combat. You know, just like when Silver Surfer has to stop surfing to attack someone. And Human Torch stops flying because he cannot concentrate while he's sending waves of flame at the Skrull army coming his way.
Ludicrous to take away travel powers. As mentioned, every melee has an ability to stop travel powers....I suggest you take one. You will need an advantage to activate that functionality though in them (I haven't seen any with innate travel-stopping). But it's well worth it. It every works very well when attempting to escape as well. Just hit them with the travel-prevention, and take off.
Works great against people using Teleport for hit and fade tactics as well.

hmm, can't say i overly enjoy travel powers in pvp.
once you hit the 21-30 bracket, travel powers are just constantly on for most people. they're all flying or keeping their super speed on and never seem to get really any penalty. chasing after people endlessly is not hugely exciting, i prefer actual fighting. it seems nonstop i am just trying to hit someone who is zipping around the map or shooting me a few times then flying off, not to mention 99% of the time people will zip away if they're losing.
i chose teleport as mine so i almost feel at a disadvantage. i can't chase after people effectively because i constantly get the cooldown. Ok I can survive well by teleporting away from enemiss but it's pretty ridiculous that i can just teleport away when i get low health and go heal up.
personally think the penalty isn't near enough. they shouldn't be as strong as they are in pvp, travel skills is the name after all? Not combat skills?
I'd be happy to see them removed or seriously toned down to be honest. The few times I tried the BASH arena, it was just nonstop everyone flying around or running to safety when they got low.. far too easy to escape. I won't be doing it again until they think of something.

However they DO need balancing. And there needs to be a way to freakin' click people easier. lol

yeah, i'm not overly for the idea of removing them completely (but would be willing to try), but i do not think they should be a means of combat.. they should be there for escape and moving around the map.

honestly i dont mind the travelpowers... but i would love to see some new arenas that lack a high ceiling, so people who didnt pick a range/fly combo actually can do something instead of just playing targetdrones...
i know it can be fun as ranged/flyer, but as someone who lacks verticals, playing against 4 flyers and a porter can get boring at times...

What it really comes down to is that something needs to be done with melee characters. Melee sets need a snare like Chill, Melee abilities need a bigger range. Being able to actually queue an abiltity would help a ton too. Queue up a stun get in range and bam. Having to get in range then hit your stun only to see the out of range message is weak. I am not a melee fyi. I just don't want to see travel powers gutted in another game.
Hell in even in coh where you could queue abilities/travel powers suppressed and melee abilities had a semi bigger range, it was common to say.... What was the phrase.... lolmelee.
