It doesn't really make sense if you ask since you cannot continue playing without a retail key.

I'd think because a few had the habbit of pre-order from more then one retailor to get all the pre-order perks they could, then cancling the pre-order from all but one retailor..
This could also be the reason why you can't use an gamestop retail key to get the best buy pre-order goodies, ect..
