I cannot find him, I heard he actually is in the tutorial and people in my instance do not know either. Does anyone know? If so where?

He's a pansy and he's trapped near a fountain. ;)

If you go to the police station, near it is a cat carrier. Across from that is an area that "looks" blocked off by a bunch of debris. you have to climb over it to get to foxbat.
He respawns under some rubble, but if he isnt there when you get there, to know your in the right place: There should be a fountain with some qullar terrorizing a citizen near it

In the area where you are supposed to save citizens from fallen debris and rubble, near the ambulances, there's a concrete wall with metal fencing on it along the road, on the other side of that there is a water fountain, he's found there.

Yes, he's in the area where the citizens are stuck under rubble. He's behind a fence, under a rock.

You save him from some rubble I think. I've not found him yet but I'm still making my character :p

He's there, assuming he wasn't removed since CB/OB. Across the street from where you talk to Chief Sirhoff, and a little down it towards the Champions Building. You'll find the cross-street with the cat "reggie" and his pick up mission. The building opposite the cat carrier, follow the wall around towards the street, staying closer to the building (There's a low wall there, you want to be on the building side of it). You'll find some bugs threatening a civvie, and on the other side of the dried up fountain, is a prone Foxbat with a modest sized rock pinning his leg. Lift the rock to free him up. If he's not there, wait for the respawn (since he despawns after giving the quest to a person).
Reward is a 3 shot "Limited use (tm)" Foxbat Pingpong ball gun.

I had Foxbat meet Mini-Foxbat. :)
