Okay which one is better eye beam or shoulder launcher. Wondering if it's worth restarting a character to get shoulder launchers first.

I love the power armor set. My level 40 powers don't include shoulder launcher. Eye beam is the 3rd power pick for me. Its a fantastic ability. My advise? Try them both out in the power house maybe?
