Where is the quest "Right off the Bat"?

Anyone know where i can find the quest "Right off the Bat" in the tutorial zone?

I seem to have looked all over the map with no luck so far

When you enter the area with the ambulances and the people buried under rubble, turn left. Foxbat is behind the stone fence/wall, and under some rubble.
