My main was pushed back from Lvl 24 to Lvl 15 is this because of the new F2P?

Free to play hasnt started yet so this sounds more like the bug they had a while back where people kept being set to level 15.

15 is the level limit for those that don't pay to subscribe, so that isn't a bug (assuming you're not paying atm).
You do still "level up" however when you're stuck at 15. You still gain new powers, talents, and advantages, but you level remains the same until you become a paying customer.

If you leveled to 24 during the free week of play, you lost those levels when the week was over. Happened to me. Made it to 27 that week, then had nemesis spawns attacking me at level 15 in Canada the next week.

Level cap of the demo is 15, whereas a referral key is uncapped. If you were subscribing or were on a referral key, and that ended, all your characters will be set to 15 until you subscribe.
