Well this is for PVE or PVP? Or both maybe?

I played ice since closed beta and after all the messy with ice I got another powerset.
Dont get me wrong, ice have great synergies, its effective in PVE (even if there other powersets that do better) but in PVP its just doesnt work.

I mean, it could be great after the next patch with all the mellee party, but I wont put my coins in it.

Anyway, I just dont like Ice Cage and Wall of Ice.
Take Frosth Breath, tap it TWICE and bingo, all your targets on cages.
Take Ice Blast with Hard Frost Adv, it is very good.
Take Snow Storm with Eye of the Storm Adv, one of the best AoE in the game.

Keed in mind the combo: Frost Breath taped twice, Shatter. It is the best burst of dmg you can have with Ice; and it is a cone AoE. Put Sonice Device on the play and you wont regret it.

For the archery part, take Where´s the Kaboom Adv on the Explosive Arrow, it is cheese =]
I really dont like Command Animals, and with out INT it is even worst

Maybe you need some self-heal/active defense

You can even get some other defense passive, LR its you best shot, since you got DEX SS

END scales the damage for Ice Form. You'll want to SS DEX/END, it will be easy enough to get gear for EGO as a 3rd stat.

I'd also put a heal in there, maybe Bionic Shielding

Like Hanswindwalker said, Where´s the Kaboom is a great advantage - it lets you deal full damage on tap (but you can't stack it on one target).

Minor issue - Ice Shield's big side-effect is that it puts Chill on those who hit it in melee range (or within 50' with the advantage). But Ice Form and Frost Breath (w/Frost Bite) are going to chill everyone anyway.

So I'd suggest one of these:
Force Shield + Force Sheathe Adv - best energy boost, lingering effect
TK Shield + TK Sheathe Adv - best damage protect, lingering effect
Retaliation - damage bonus, should work great with WtK
